Have you tried Chrome on your main work PC? It sounds odd that the ICA file is not even downloading. Also, you should try logging on as a test user to your main PC a user domain test user who has not logged on before to rule it out being a profile issue. It is my personal experience that the Citrix you install from browser popup is not the full version of Citrix. In my case, it was the root cause that I was not able to open ICA files to launch applications.
Whenever you get the popup to install the Citrix from the browser, just cancel it and install Citrix, by the way, explained in the first solution above. After installation, your ICA files will start working again.
